The United Kingdom and the United States have reached a key bilateral deal that will maintain no duties on British pharmaceutical exports being sold in the American market.

Key Provisions of the Pact

In exchange for the tariff guarantee, the UK has agreed to raise expenditure on pharmaceuticals through the public health system. This pledge guarantees that tariffs on these crucial exports will remain at nothing for a period of 36 months.

This agreement is in response to previous threats to hike duties on patented pharmaceutical imports, with potential rates mentioned as high as double the cost.

"This arrangement between the Britain bolsters the international landscape for innovative medicines and brings much-needed fairness to U.S.–U.K. pharmaceutical trade," an announcement said.

Commercial Importance

Pharmaceuticals constitute one of the UK's largest exports to the America, which is easily the largest buyer for large companies like GSK and AstraZeneca.

Trade data show that in the year to the end of last September, the UK sold pharmaceutical products worth over eleven billion pounds to the US. This amount made up a significant portion of total UK exports in that period.

"This deal protects employment, stimulates funding and sets the stage for the UK to emerge as a worldwide center for biotech and pharma," the Business and Trade Secretary remarked.

Key NHS Changes

The deal involves several key changes from the United Kingdom:

  • Revised Affordability Limit: The UK will lift the affordability limit at which it judges new medicines to be unaffordable by a quarter.
  • Boosted Medicine Funding: There is a target to increase total NHS spending on medicines from 0.3% of GDP to 0.6% over the following ten-year period.
  • Rebate Cap: The percentage drug companies must return to the NHS to stay within budget will be restricted at fifteen percent. In the past, rebates topped 20%.

Recent Tensions

This agreement takes place against a long-running row between the drug companies and the ministers over spending levels and NHS adoption.

These tensions were exacerbated by assertions that American consumers were charged several times more for the equivalent treatments than consumers in the UK and Europe.

In recent months, several large pharmaceutical investments in the UK have been halted or abandoned, while major expansions have been directed toward US facilities.

A senior figure stated that the NHS had to increase expenditure on medicines, noting that its expenditure on drugs had declined as a proportion of its total funding over the previous ten-year period.
